Gillies Macquarie University - Macquarie Law School November 5, 2008 Macquarie Law Working Paper No. 2008-29 Abstract: Sustainable housing policies are potentially significant in minimising carbon emissions and other environmental costs. Their fundamental objectives are to reduce energy and water consumption. This paper examines the role of regulatory and fiscal instruments - principally mandatory building codes made effective through the planning approval system, and fiscal and related incentives for sustainable building practices in relation both to existing buildings and buildings to be constructed. Broader initiatives such as the federal government's Renewable Energy Target 2020 will be noted.
