Project: Supply and implementation of Integrated Core Banking software
Funding: Budget of National Bank of Rwanda (BNR).
The National Bank of Rwanda (BNR) would like to implement a fully automated core banking system aimed at improving the banking services in National Bank of Rwanda.
1. Introduction and Background.
National Bank of Rwanda is the Central Bank for the Republic of Rwanda. The Bank is responsible for all Central Banking operations including; defining and implementing the monetary policy; organizing, supervising and regulating the foreign exchange markets; supervising and regulating financial institutions (commercial banks, microfinance institutions, insurance companies, and pension funds institutions); supervising and regulating payment system; minting and managing money; holding and managing official exchange reserves; and acting as Government cashier.
National Bank of Rwanda comprises of four directorates made up of fourteen departments, 40 divisions, 4 branches and 1 counter. The total number of staff is about 500.
Information Systems in short
- The current Banking and financial Software called IBIS 2000 was developed in the year 2000 under Oracle relational database and it is running under AIX operating system with the client server technology. It covers the following areas: Core banking, Accounting and Financial System, Human Resources Management, Risk and Unpaid, Logistics. Other softwares used at BNR are Reserves Advisory Management Program (RAMP), Government Securities and Open Markets (GSOM), Public debt management (SYGADE), Financial Reporting (FINA), Phyisical security software (LENEL).
We are now implementing the following software: Real Time Gross Settlements (RTGS), Automated Clearing House (ACH) and CSD by CMA Company.
2. Scope of work.
BNR plans to implement an Integrated Core banking System for the management and settlement of all transactions and accounts held at BNR. The Core banking system will be able to take over all responsibility and functionality for banking operations, Government’s accounts, Banks and Financial Institutions’ accounts and other organizations’ accounts.
The system will provide generally but not limited to the following main services:
• Customer Relationship Management
• Multi-currencies accounts management,
• Operations management for:-
Multi-currencies bank operations (i.e. Cash deposit and retrieval , cheques, transfers, payment orders); work flow; management rules; warnings; reporting; accounting; taxes and returns; e-banking; international operations management.
• Interface management for:
Payment systems; clearing; accounting; internal bank management system; money market; statistics; bank supervision; Ministry of finance system; SWIFT; CCT management.
• Reporting and panel drawing,
• Cash Vault management
• User and operating guides of the software.
• Money Market
• Foreign Exchange
3. Competence.
Interested firms/suppliers should indicate their interest in providing the software and associated services. The firms/suppliers must provide technical specifications for the proposed solution, client reference for similar previous assignments.
4. Selection procedures.
Interested firms/suppliers should provide information indicating that they are qualifying to perform the services. Selection will be in accordance with the procedures set out in the World Bank Guidelines for selection and Employment of Consultants.
Only consultants with demonstrated experience and good track record in similar assignments will be short listed.
5. Eligibility criteria
a) The vendor must have a consulting practice in the financial sector specifically with expertise in implementing core banking system in central banks. The bidder should be reputed systems integrator and must have a consulting practice in central banks. In case the bidder is different from software solution provider then the bidder should provide the legal agreement with the solution provider;
b) The proposed core banking system should be implemented in at least one central bank;
c) The vendor should have successfully implemented a large project of similar kind in central bank, preferably with the proposed solution in a central bank in Africa;
d) The bidder should have valid authorization from an active relationship with Software licenser of Off-the-Shelf Software preferably for a minimum period of one year prior to the awarding of this project;
e) The vendor should have the ability to supply, install, design and adapt the core banking software;
f) The Vendor should have the capability to implement the proposed solution and provide post implementation support including up-time and response-time guarantees pertaining to all components of the proposed solution;
g) The vendor of the consortium must have proven financial and organizational strength to undertake and execute the project.
6. Deadline date and time.
Expression of Interest must be received at the address indicated below, before October 6th, 2010 at 9:00 AM local time, 7:00 GMT, and clearly marked “Expression of Interest for Consultancy services for the Supply, Installation, Customization, Training and Support of an Integrated Core Banking for BNR”.
7. Submission address.
Expression of Interest must be delivered to the Procurement Office, National Bank of Rwanda Head Office, Avenue Paul VI, P.O.Box 531, Kigali, Rwanda.
