Does the term "captial company" have any particular meaning as a term of art or law?

not reall, while in the US and the western minded jurisdiction it usually means a sort of financial meaning, it is used in a very wide meaning and there are companies who do nothing but rent out huts on a beach in the Caribean who have the Capital Company in their name. In the US it sometimes plays up to the meaning of a FINRA licensed company but it does not need to, sometimes even family financial business is pulled together in such a company.

My understanding too but I do note a lot of hedges and wannabe hedges use the name.
