Thats just "Unsinn"; the owner of holiday property in Southern Europe all pay their taxes, they have to pay taxes on their houses, they pay their income tax as applicable in countries they live more than 180 day a year, almost all of them paid the houses from their taxed income and lost big time when the prices broke in. Coming up with some tax for those who live, say in Spain, is a sure way to have that part of ownership move on, living in Brazil or Argentina is fun as well and no one is asking lots of question there.
