This question has been asked by many and I want to post the answer here, for the world to know my answer.
If the Venezuelan bond is issued and it is registered with Euroclear (DTC / Clearstream) the only way to hypothecate the bond is via Euroclear followed by a SWIFT MT 760.
The lender will not be interested in any other procedure.
Block via Euroclear to the benefit of the lending party, followed by a confirmatory SWIFT MT 760.
Two necessary steps.

You can also transfer the bond via Euroclear and receive a clearing transfer confirmation, the idea is that the bond is in the Euroclear depositary and as such the electronic transfer confirms the availability for either sale or monetization through a loan. There are other ways as well. However since most players have Euroclear access it will be easier. What you do not want to do is accept a Euroclear transfer when the bond is still in Venezuela, because the Venezuela Depositary, Caja Venezolana de Valores (CVV), is not reliable.

The transfer code (Euroclear) is 92146 (Free Delivery). It simply moves electronically from one "custodial entity to another". All issued VeBonds, are (and must be) out of Venezuela in custody at (either): Citigroup / Chase / Credit Suisse / Bank of New York / Deutsche / etc. Luxembourg is the common denominator.

There are a few rotten apples reading this blog and they think they can manipulate the transaction to their benefit and not to the benefit of the 2 principal parties. Be cautious.
