I am not a lawyer, versed in legal paragraphs and fascinating legal terms, but I will sum all those pages up as: Legal Babylonian Kaballah. Hopefully, lawyers on this boards will give their "educated contribution"...

First the paper is really bs but you have to read it and if you do not apply the basic rules it tricks you because it follows a specific logic theorem but the reason for it being bs is that the details which are used and identified as facts are not facts but deductions and base on definitions which are not consistent. A nice piece of a typical US legal education.
The paper also uses US legal concepts and as such the comment of US BS is certainly right, however I have seen similar texts in other jurisdictions.It follows a common US political view.
The whole discussion is beside the reality and what is put up as fact is a point of view from a rather esoteric position. I am a big critic of the US system but the point of view coming up here is not bringing anything helpful to the discussion.It gets into areas which are beside the existing framework in an attempt to turn back the clock into scenarios which are gone for 100 years.

Despite all appearances, the saying "Birds of a feather flock together" is as true now (2015) as it was then (a hundred years ago). Those in power in the past are still in power at the present time. The present chaos is witness to this. Their course is not totally completed even though new forces are slowly emerging.
