Financial Services have been offered out of Switzerland by Soleil Bank. They offer beside check cashing etc the issueance of bank instruments such as guarantees and letters of credit.

I'm not so sure Soleil Bank is good in regards of the legilities, but frankly they are not good for anything above 50,000.00 USD without confirmation from another bank. Since Anjouan is not a country but an autonomous entity they share the country risk of their other fellow. It may be of interest that North Korea has some interest in banks in Anjouan as well and it is also linked to the Daedong problem in Macao. They used the Global Bank and still have other ventures using Anjouan based and registered companies.
Since this is the case and compliance offices around the world know this as well, the tighening of the North Korea rules and others, have brought a considerable problem for banking with, on or involving Anjouan companies.
In the past these banking licences also had a service part which allowed to open correspondent account and linking or renting SWIFT addresses. Following certain incidents in the use of Comores links in certain financial activities stemming from recent Middle Eastern events, compliance departments look at these companies with renewed interest, especially after the US Treasury is sending out envoys "consulting" the US rules to non-US banks.
