The SWIFT they have is corporate, sure they can issue, its just not worth anything.

The license is a State License (Anjouan) and the players are Russian/American.
The instruments are not accepted anywhere but people pay for them and then they are advised WITHOUT OBLIGO by another bank, just like an advise without liability.
