That database, why accuate, does not include the Europl wanted and the national wanted, if there has not been a special assessment of the national officials to put them there. Remember an Interpol warrant is world wide, its only done when the believe is thata smaller circle will not do or by states which do not have a smaller circle.

no, first Interpol is a private club organiation of members which re the national police authorities. Because it started in 1914 in France traditionally the French supply the head of the operation. It is a support organization, no jurisdictional power. 1949 the United Nations gave Interpol a status of a consulting NGO. 1971 the UN recognized them as an intergovernmental agency but still no jurisdictional power. All major police organizations have a liaison office and officers with Interpol and a specialized N400 terminal, 190 countries are members. I believe the non-members are Federated States of Micronesia, Kiribati, North Korea, Palau, Solomon Islands, Tuvalu and Vanuatu.
The problem is that Interpol relies on the members input and seldom does its only back checking which sometimes results in political use of Interpol services. They also specialize so not every facett of crime is worked at.
So the answer is: No Interpol controls nothing, it supports the national police agencies, it has no power, just information. And even when you hear people saying: I'm going to sent your name and file to Interpol! Thats just resulting it being forwarded to the national police in charge and thats it.
