Abstract:
In February of 2009, the Eminent Jurists' Panel of the International Commission of Jurists, based in Geneva, Switzerland, issued an important report on terrorism, counter-terrorism and human rights, entitled "Assessing Damage, Urging Action." The document here is my statement to the Panel on the issues involved in the detention and trial of children involved in armed conflict (not all are child soldiers) at Guantanamo Bay, Cuba. The Panel's final report does not include any specific reference to that issue, so I am posting the statement here.
